Research Note: The Stargate Project

The Stargate Project, announced at a political event on January 25, 2025, is a joint venture between OpenAI, SoftBank, Oracle, and MGX that will invest up to $500 billion by 2030 to develop AI infrastructure across the United States.

The statement released by OpenAI says that SoftBank and OpenAI are “the lead partners for Stargate, with SoftBank having financial responsibility and OpenAI having operational responsibility,” but it is not clear what that means. Son will be chairman of Stargate, but a chief executive officer was not named. Presumably, it will be Altman.

That statement also says that Arm, Microsoft, Nvidia, Oracle, and OpenAI are the “key initial technology partners” for the Stargate effort. 

What We Know

The stated long-term goal of the Stargate Project is to channel upward of $500 billion into AI infrastructure by 2029. This unprecedented investment includes the construction of data centers and the deployment of advanced accelerators, custom hardware, and optimized networking systems.

Many details have yet to be revealed. We don’t yet know, for example, how the venture is structured or how it will operate; other than that, OpenAI will help manage the supercomputers it uses to develop its technology.

Here’s what is known about the venture:

  1. Investment Scale and Timeline:
    • The initial investment is $100 billion, with a target of $500 billion by 2029.
    • Focus on building AI data centers equipped with advanced accelerators and networking technologies.
    • The first data center is under construction in Texas, with other locations under evaluation.
  2. Collaborating Entities:
    • OpenAI: Operational leadership and the primary driver of the initiative.
    • SoftBank: Financial responsibility and equity investment.
    • Oracle: Hosting and management of data center operations.
    • Technology Partners: Arm, Microsoft, Nvidia, and other key contributors providing hardware and software technologies.

Funding

Recent reports reveal that OpenAI and SoftBank contribute $19 billion to the Stargate Project, securing their position as equal stakeholders with 40% ownership each. This level of commitment underscores their confidence in the transformative potential of Stargate, which seeks to power OpenAI’s growing AI workloads and set a new benchmark for infrastructure innovation.

MGX, a Middle Eastern AI-focused investment fund, adds to this financial muscle. While specific figures for MGX’s contribution have not been disclosed, its involvement reflects the global stakes in AI and further diversifies the project’s funding sources.

The initial $100 billion pledged by Stargate partners is already being funneled into critical projects, including a cutting-edge facility under construction in Abilene, Texas.

The Abilene Project

The Stargate Project begins with a project already in progress, a data center in Abilene, Texas, built by Oracle to support Open AI. Here’s what’s known about the effort:

  • Location and Scale:
    • Situated on an 875-acre site in Abilene, Texas.
    • Planned as the foundational hub for Stargate’s AI infrastructure, setting the stage for subsequent facilities nationwide.
  • Construction Progress:
    • Groundbreaking began in June 2024, with Oracle and its partners spearheading the development.
    • $3.4 billion in initial funding has been allocated to kickstart construction.
  • Purpose:
    • The data center will exclusively support OpenAI’s AI workloads, providing the compute power necessary for training and deploying large-scale AI models.
  • Technology Focus:
    • Designed to house state-of-the-art supercomputers optimized for artificial intelligence and machine learning tasks.
    • The facility will likely incorporate advanced cooling, networking, and power systems tailored for high-intensity AI computations.

The alliance shifts the dynamics of the AI industry in multiple ways. Here’s how we expect it affects the most directly impacted companies.

OpenAI & Microsoft

Microsoft’s collaboration with OpenAI has been symbiotic, with Microsoft providing many of the resources needed to advance OpenAI and, in the process, also advancing the rapid adoption and commercialization of large language models.

In exchange for funding (a reported $13 billion) and access to training resources on Azure, the relationship gave Microsoft access to OpenAI technology that it quickly incorporated into its products, such as the Copilots in Microsoft Office and Visual Studio.

Microsoft and OpenAI began their partnership with a substantial $13 billion investment from Microsoft. This funding enabled OpenAI to train its advanced models, such as GPT-4, on Microsoft’s Azure cloud infrastructure.

Over the past year, however, there has been widespread reporting that OpenAI is increasingly frustrated by the limitations of the relationship. While initially complementary, Microsoft and OpenAI increasingly overlap in their offerings, both targeting enterprises with AI-driven solutions. Its ties to Microsoft are also a potential gate to OpenAI’s growth potential.

Stargate Project is a clear shift for OpenAI, with implications for its relationship with Microsoft:

  • Reduced Dependency: OpenAI aims to decrease its reliance on Azure by investing in dedicated AI infrastructure. This shift allows OpenAI to negotiate better terms or transition to proprietary systems, potentially reducing costs.
  • Strategic Leverage: The project positions OpenAI to challenge the dominant cloud model by building tailored data centers optimized for AI workloads, potentially fostering competition with Azure and other cloud platforms.
  • Microsoft’s Ongoing Role:

  • However, the move signals OpenAI’s intent to assert greater independence, aligning with its long-term operational efficiency and cost control goals.

While the companies continue to collaborate, the relationship is evolving from heavy interdependence to a more balanced and potentially competitive dynamic. Microsoft must now adapt to a landscape where OpenAI is not just a partner but also a potential competitor.

Conversely, OpenAI must manage the risks associated with building and scaling its infrastructure while maintaining its leadership in AI innovation.

Oracle

For Oracle, the Stargate Project further validates its successful cloud infrastructure capabilities and provides a strategic opportunity to gain a stronger foothold in AI.
